Shanghai Deploys 2014 Energy Reduction And Emissions Adjustment Work

On the morning of March 12, the Municipal Government convened the Shanghai City 2014 Energy Saver Emissions Reduction and Response to Climate Change and Industrial Structure Adjustment Working Meeting to thoroughly implement the important strategic deployment on accelerating the construction of ecological civilization at the 18th Party Congress and the 18th Second and Third Central Congress. The meeting was attended by the Standing Committee of the Municipal Committee, Deputy Mayor Ai Baojun, and Deputy Mayor Jiang Zhuoqing, who made the work deployment. The conference emphasized that in the face of the higher demands for accelerating the construction of ecological civilization and the more urgent environmental expectations of the people and masses, Shanghai must further increase its efforts to conserve energy, reduce carbon, tackle pollution with an iron fist, and deepen efforts to conserve energy, reduce emissions, respond to climate change, and adjust industrial structure.

The meeting made it clear that the main line of the 2014 citywide energy savings and emissions reduction work was "Energy savings, low carbon, clean air". This year's main goals were: a decrease of about 3% in total unit production combined energy consumption compared to last year; negative growth in total coal consumption; a decrease of about 3% in total unit production CO2 emissions; a decrease of 3% in sulfur dioxide and nitrogen oxides emissions compared to last year respectively; and a decrease of 1% in chemical oxygen demand and ammonia and nitrogen emissions compared to last year respectively.

This year, the municipal government increased government investment and increased work efforts, arranging a total of 12 areas with more than 120 key tasks, and clarified the target tasks, time nodes, and responsible departments. The key tasks include five areas: First, focusing on controlling total coal consumption and adjusting energy structure. Developing a total coal consumption control plan to strictly control total coal consumption; implementing various measures, tasks, and policies of the city regarding clean energy replacement of coal-burning boilers, ensuring replacement or shutdown of 1,167 boilers throughout the year.

Secondly, it is to focus on improving industry admittance and speed up adjustment of industry structure. Research is conducted to develop more stringent than national standards focus on controlling industry local energy-saving and environmental admittance standards, and to clearly identify related industries or projects that are prohibited from being introduced by the city. The"Directive Catalogue of Manufacturing Processes, Equipment, and Products for Restricted and Eliminated Categories of Some Industries in Shanghai City" is issued, and about 500 industry structure adjustment projects are implemented. Energy-saving assessment and review methods are revised, and the energy consumption of new high-energy projects unit products (value of output) must reach international advanced levels.

Thirdly, focusing on transportation, construction, and industry, we will coordinate efforts to promote energy savings, emissions reduction, and carbon reduction in various fields. In transportation, we will continue to increase the efforts to build bus special roads, experimentally opening "all-day" bus special roads; encourage the bus industry to pioneer the promotion of using clean energy and new energy vehicles, and focus on accelerating the elimination of old and high-pollution vehicles. In the construction field, we will implement about 2.4 million square meters of existing public buildings, promote the integration of renewable energy and buildings by more than 1.5 million square meters, and new three-dimensional greening by 400,000 square meters. In the industrial field, we will organize the implementation of more than 70 energy-saving and technology-modification focus projects, with an estimated savings of about 200,000 tons of standard coal.

The fourth is to make pollution control and gas control the most important priority and accelerate the construction of emissions reduction projects and the monitoring of emissions management. Strict implementation of coal quality control requirements, prohibition of the sale and use of coal with ash content higher than 16% and sulfur content higher than the local standard of the city, and control of the use of low-calorie coal by power generation companies. Strengthening control and handling of dust removal and straw burning, accelerating the construction of efficient dust removal and de-sulfurization and de-nitration projects at coal-fired power plants, accelerating the construction of sewage treatment network and sludge treatment disposal projects, and advancing the proposed transformation of sewage treatment plants. Strengthening air quality monitoring, prediction and information dissemination, strengthening the accountability system for pollution reduction targets, and increasing environmental regulation and enforcement efforts.

The fifth is to strengthen technology R&D and promotion to further play the market mechanism role. Focusing on energy-saving, emissions reduction and ecological environmental protection, supporting a number of key technologies in the energy-saving, environmentally friendly industry, accelerating technological innovation and results transformation. Exploring the construction of energy-saving, environmentally friendly products e-commerce platform to improve the development level of the energy-saving, environmentally friendly industry. Deeply promoting carbon emissions trading. Strongly promoting contract energy management, planning to implement 250 contract energy management focus projects, with an estimated energy savings of 100,000 tons of standard coal. The organization implements the "Energy Efficiency Star" project to further improve the energy efficiency level in various fields such as industry, institutions, tourist hotels, commerce, schools, and healthcare.
