Science And Technology Ministry And Ministry Of Industry And Communications Jointly Formulate Energy-saving Innovation Guidelines

The Ministry of Science and Technology, the Ministry of Industry and Communications, jointly published the "2014-2015 Energy Saver and Emissions Reduction Technology Special Action Plan". The plan will focus on the demand for energy-saving and emissions-reduction technology in key industries, key areas and typical regions. It will tackle key common technologies in key industries, increase the intensity of integration of technologies in key areas, enhance the technological innovation capability of energy-saving and emissions-reduction-related industries, promote the large-scale application of new technologies and new products, and enhance the technological innovation capability and industrialization level of energy-saving and emissions-reduction industries.

Accelerating R&D of Common Key Technologies

As the main goal, the plan proposes that by the end of 2015, technological innovation will significantly enhance the country's ability to achieve energy-saving and emissions-reduction goals, autonomous intellectual property rights energy-saving and emissions-reduction technology and equipment systems will be initially formed, energy-saving and emissions-reduction-related technical standards and regulatory systems will be further perfected, energy-saving and emissions-reduction technology innovation and service capability systems will be initially established, and energy-saving and emissions-reduction technology applications will be promoted to form scale effects.

Specifically, 150 breakthrough commonalities and key technologies improved the energy efficiency of relevant key equipment by more than 10%, and 100 national or industry technical standards were revised; 300 advanced applicable technologies were promoted in key industry organizations, and 100 important energy-saving and emissions-reduction technology demonstration projects were implemented, increasing the application prevalence by 30%; 20 national energy-saving and emissions-reduction technology innovation demonstration bases were built, equipped with technology innovation, integrated services, and industrialization promotion capabilities; more than 20 energy-saving and emissions-reduction-related industry technology innovation strategy alliances were formed, and a batch of energy-saving and emissions-reduction national focus laboratories, national engineering and technology research centers, and innovation teams were formed, perfecting the national energy-saving and emissions-reduction technologies and services platform.

As a key task, the plan requires major technological needs surrounding energy savings, emissions reduction, and optimization upgrades in related fields such as industry, energy, transportation, agriculture, construction, resource environment, and more. It also requires accelerating the development of common key technologies such as energy ladder utilization, source reduction quantification, and resource recycling utilization in key industries such as electricity, steel, construction materials, and colored materials. It also requires breaking through key technologies such as fuel efficiency, lightweightization, and emissions pollution reduction in transportation vehicles. It also requires accelerating the development of technologies such as pollution control in agriculture and small distributed pollution treatment. It also requires strengthening the development of new technologies, new materials, and new equipment for green buildings and construction energy savings. It also requires promoting the research of key technologies and set equipment for renewable resource utilization, life waste, and pollution energy-resourcing.
