In order to accelerate the promotion of energy-saving-focused projects across the province, the Fujian Province Economic and Information Commission and the Fujian Province Financial Administration issued a "Notice on the Organization's Reporting of the 2014 Fujian Province Energy-Saving Technology Reform Financial Reward Project".
According to the Notice, the SZC only organizes the application of energy-saving industrial technology reforms and energy-saving demonstration projects with annual energy consumption of 2,000 tonnes of standard coal or above. The application of other projects is carried out according to the Notice of the Fujian Province Economic and Trade Commission and the Fujian Province Finance Department on the Pilot Work on the Development of Energy-Saving (Circular Economy) Special Fund Management Reform.
It is understood that projects must comply with the national industrial policy; the energy savings effect is significant; the demonstration and driving effects are evident; the comprehensive strength of the unit where the project is located is strong; the project has a certain scale; the project has been built and must be built for projects that began construction after 2012 and were built by the end of 2013; the project has not received relevant financial support, etc.
In addition, industrial energy-saving technology reform projects that are reported must have comprehensive energy consumption of 5,000 tonnes of standard coal (2,000 tonnes of standard coal for small and micro enterprises) or more in the previous year of corporate transformation. The projects must be built with primary investment from energy units (investment of 70% or more), not contract energy management projects built with primary investment from energy-saving services companies.
Project reporting companies must be for the companies that actually undertake the projects. Group companies should be specific to the smallest legal unit. That is, group companies cannot package projects from multiple subsidiaries to which they belong into one project reporting. If a single company has multiple different projects, they must be aggregated and integrated into one project reporting. That is, each company is limited to reporting one project.
The economic and trade departments and financial departments of various counties (cities) are required to report the project declaration materials to the economic and trade and financial departments of the established cities by April 10th.
